It's crazy that only under pressure from your own allies you wan't go get stronger. EU should be ALWAYS strong, not only when the fight begins. Just imagine you go into a boxing ring and in the boxing ring you start training for the fight! Second thing is that EU has way bigger enemies and threats and Trump and the US. China is DOMINATING the market. EU is almost as big economically as the US and China yet we don't have no power in the new global technologies and industries.
